The Ethical Horizons Project

Ethical Leadership for a Changing World

About

A collaborative initiative grounded in the belief that technical expertise carries public responsibility. The effort brings together engineers, scientists, educators, industry and institutional leaders to examine how advances in artificial intelligence, growing energy demand, and broader technological transitions are reshaping public institutions, economic priorities, and civic life.

Our aim is to foster dialogue, clarify complex trade-offs, and advocate for responsible approaches to the ethical and social challenges arising from rapid technological change.

History

The Democratic Organization of Progressive Engineers and Scientists was founded in the early 1980s at the University of Wisconsin–Madison.

The organization grew from a conviction that individuals working in technical disciplines have ethical and social responsibilities associated with the scientific and technological progress they pursue and advance. Through campus governance, advocacy, workshops, analysis, and the occasional use of satire, its members sought to promote awareness and accountability.

The enduring principle was simple: technical knowledge carries with it a responsibility to society.

This work is rooted in the Wisconsin Idea, articulated by University of Wisconsin president Charles Van Hise in the early twentieth century: that the boundaries of the university should extend to the boundaries of the state, and that knowledge and expertise carry a responsibility to serve society.

This tradition holds that scholarship and technical expertise are not ends in themselves, but should be applied thoughtfully in the public interest.
